I have experimented with fine mesh SS and even perforated SS cylinders. I created more steam than gas in both applications and man the amperage. E1 warned me but I had to try it anyway as is my nature to say "Oh really?"

But I think you have gotten yourself into an analysis paralysis. A simple smacks booster is about $25 - $30 to build if you have an HD or Lowes or good hardware store handy. The biggest cost will be the SS wall plates at about $1.20 a piece.
Built to spec it will help alleviate some petrol using issues but not totally eliminate them.
Unfortunate that you have unpaid downtime right now but download the PDF and take your time building an excellent unit. Usually about 6-8 hours of your time. Be thrilled when you see a milage increase when the unit is built correctly.
The Smacks Booster is not the end all be all but it is a damned good start.
And for heavens sake look at Utube all you want for what has been built but read and watch this forum for the correct method of HHO mfg'ng.
