this is off the shelf fuel cell tech it is available online from severl companies. a fuel cell in discharge gives off hydrogen gas so if you infuse hydrogen gas into the electrolite it will recharge the battery.

He was not storing hydrogen he was charging electric cells (batterys)
according to this group you can not use electrolite between two copper
plate this is what they use. It will work if you bake the copper this
keeps it from oxidizing. look up calxes, guess it wont turn in to green
gunk if you know what to do.
